Labour ComplianceThe Government of Uttarakhand, Labour Section, on August 25, 2026, notified the Uttarakhand Industrial Relations Rules, 2026 under Section 99 of the Industrial Relations Code, 2020. The Rules apply throughout the State of Uttarakhand and come into force from the date of their publication in the Official Gazette. They prescribe procedures and forms for implementation of the Industrial Relations Code, including settlement proceedings, trade unions and grievance redressal mechanisms.

The Rules provide for written settlements reached during conciliation proceedings or otherwise between employers and workers, in the prescribed Form. They also establish procedures for the functioning of Grievance Redressal Committees, including representation of employers and workers, a three-year tenure for committee members and mechanisms for workers to submit grievances electronically. A worker dissatisfied with the committee's decision, or where a grievance is not resolved within 30 days, may pursue the prescribed further grievance mechanism.

The Rules also prescribe trade union membership contributions of ₹200 per year per worker in the unorganised sector and ₹300 per year per worker in the organised sector, with the State Government empowered to revise these amounts by general order. Trade unions may receive annual contributions of up to ₹5 lakh from non-members through electronic/digital modes, subject to issuance of a receipt within one week. The Rules further provide for annual audit requirements for trade unions, including a simplified audit mechanism for unions whose membership does not exceed 2,500 during a financial year.
